ABOUT US
Foster Families of the Northern Shenandoah Valley was originally established in 1996 as the Clarke, Frederick, and Winchester Foster Care Training and Recruitment Program, fondly known as “CFW,” to meet the needs of local children and families involved in foster care. In 2025, Warren County joined the collaborative, and in 2026 Shenandoah County was added while Clarke County departed. The collaborative adopted a new name to better reflect the entire region we serve.
Today, the collaborative is a cooperative effort among the Departments of Social Services in Frederick County, Shenandoah County, Warren County, and Winchester City to provide consistent, competency-based training and support for prospective and approved foster, adoptive, and kinship resource families.
The participating agencies are committed to working with birth families, resource families and the community to provide safe, nurturing environments for children in foster care. The primary goal of foster care is reunification with birth families whenever safely possible. When reunification cannot be safely achieved, efforts focus on placement with kin or achieving permanency through adoption. Resource families are a vital part of this process, and Foster Families of the Northern Shenandoah Valley is committed to providing them with exceptional training and support.
